Cesar Chavez Day Recap

Type of incident: Cesar Chavez Day Recap
Location of incident: City wide
Date/Time occurred: Operational period 3/30/12 through 4/1/2012.

This year, the Cesar Chavez day weekend activities were lighter than anticipated. The greatest activity levels were seen on Friday night as Police responded to a few large parties early in the evening with activity declining as the evening wore on. On Saturday night the weather was much cooler and unsettled with periods of rain. This likely suppressed some of the party activity.

Fewer arrests were made this year than the last two years. In 2010, Police made a total of 43 arrests. In 2011, Police made 50 arrests. This year, only 42 people were arrested. As in years past, most of the arrests were alcohol related.

Mounted Officers from the California Highway Patrol were on the street on both Friday and Saturday night augmenting the Chico Police Department’s Mounted unit. Transport and booking Officers from Butte County, Glenn County and Colusa County were on hand both nights. ABC officers from Redding and Sacramento were in town also and monitored bar and party activity.

The table on page two of this release represents all persons booked into the Chico Police Department between noon on Friday and midnight on Sunday.

Chico lock down ...

On 3/28/12 at 1114 hrs, a phone call was received in the office at Chico High School. The caller, a male, told the staff member that he was suicidal and armed with a firearm. A Chico Police School Resource Officer, assigned to Chico High School was on scene

and spoke to the suspect on the phone. The suspect made suicidal statements and told the Officer that he was outside the school and was loading a weapon. The Officer alerted the school staff to the situation and began to search for the suspect. A suspicious vehicle was seen leaving the area of the school.

That vehicle was located by Officers a short time later and determined to be uninvolved.
Based on the threats made during the initial phone call and at least one subsequent call, and the belief that the suspect could still be in the area, school staff initiated a “lock-down.” Staff required students to remain in their classrooms until the situation was resolved. Some of the other campuses in the Chico area also initiated a “lock- down” as a precaution.

A team of Officers physically checked every part of the campus to ensure that the suspect was not present. This search took approximately 2 hours. At 1410 hrs, the lockdown was lifted and students at Chico High were released for the day.

Officers will be attempting to identify and arrest the suspect who placed the threatening phone calls. Anyone with information about the suspect is asked to contact the Chico Police Department at 895-4911.

Burglary Case Update

Over $100,000 of property recovered
Chico Police Case 12-1153

(original Press release Attached for reference)

On February 18, 2012 at approximately 10:56 P.M., officers of the Chico
Police Department responded to the 300 block of Chico Canyon Road to
investigate a residential burglary that had been interrupted by the
resident.  An area search for the suspect was initiated and Michael
Eosefow was located and subsequently arrested.
After the initial officers discovered Eosefow’s vehicle
contained five very expensive bicycles, an investigation was undertaken
by Property Crimes Detective Andrei Carlisle.  At the time of his
original booking, no additional victims had been located to determine
whether additional charges would be warranted. Eosefow was booked for a
single count of first degree burglary and violation of probation.
On February 19, Carlisle continued the investigation throughout
the day and was able to determine that the bicycles recovered in
Eosefow’s vehicle were taken in a number of residential burglaries.
On February 22, working on additional leads from a number of
sources developed during the investigation, Carlisle was able to isolate
a storage unit in south Chico and subsequently recover twenty-eight (28)
very expensive bicycles and a large number of bicycle components.
Sources led investigators to believe that each of the bicycles within
the storage unit was stolen.  The bicycles were seized.
On February 23, investigators were able to begin identifying
additional residential burglary victims who had reported their expensive
high-end bicycles as the only items taken during the thefts.  Additional
victims were still being identified at the time of this release.
An inventory and subsequent retail appraisal revealed the recovery of
property from within the storage unit along with the property recovered
on Saturday evening may eventually exceed $125,000 once the total values
are determined.

The Property Crimes Detectives are asking that if community members
have had expensive bicycles stolen from their residences within the last
six months to contact them at (530) 897-5825.  We ask that they provide
a serial or license number or specific identifying information about the
bike (marks, stickers, or components) that would be known by them.

Wells Fargo Bank, inside Safeway at 1366 East Ave., Chico

Incident Case Number: 09-8500

Victim: Wells Fargo Bank

Suspect: Amber Chiree Warren, 23 years old, of Oroville, CA Charges: 459, 503, 32 PC
Kyle Jayson Wood, 22 years old, of Oroville, CA Charges: 459, 32 PC

On 10-17-09 a white male entered the Safeway store, approached the Wells Fargo teller, Amber Warren, and demanded money. The teller handed over the cash from her drawer and the robber fled. Amber Warren gave the patrol officer and detectives a statement at the time. Numerous leads came in on that case and they were followed up on. An extensive search and investigation followed but the perpetrator was not identified.
In January 2012 CPD Detective Jose Lara received a tip in this case. He and Detective Abigail Madden, in conjunction with local FBI agents, followed up on that tip and identified Kyle Wood as the person who presented the note to the teller and took the cash. Amber Warren and Kyle Wood were friends at the time and conspired to steal the money from the bank by staging it as a robbery.
On Friday, Feb. 3, 2012 Kyle Wood was contacted and arrested by Detective Lara at the Denny’s Restaurant in Oroville. He was booked into the Butte County Jail for burglary and conspiracy.
On Monday, Feb. 6, 2012 Amber Warren was contacted and arrested. She was booked into the Butte County Jail on charges of burglary, embezzlement, and conspiracy.
Due to this crime being an “inside job,” it was not actually a robbery, but a burglary and embezzlement.
For convenience, I will also attach the press release that was put out in Oct. 2009.

Wake up folks...

Type of incident: Reminder regarding flashing red traffic signals.
Location: W. 2
nd at Chestnut

The Chico Police Department’s Traffic Unit has received a number of complaints regarding motorists failing to stop for the flashing red signal at W. 2
nd and Chestnut Street.

With the CSUC construction project at that intersection, the traffic signals have been changed to a flashing red signal. This is a particularly busy pedestrian crossing with CSUC students and staff going to and from the campus and the BMU.

Unfortunately, many motorists are failing to stop for the flashing red signal. This creates a hazard for pedestrians crossing in the crosswalk who are expecting motorists to stop as required by the vehicle code.

The law requires that a driver who encounters a flashing red signal light shall stop before entering the intersection, or in this case before entering the crosswalk, and then proceed through only when safe. Basically, the motorist must treat the flashing signal the same as a stop sign. (CVC 21457.)

Police Traffic Officers will be doing additional enforcement in this area and will be citing drivers who fail to stop or who fail to yield to pedestrians in the crosswalk.

November 2nd is Law Enforcement Records and Support Personnel Day

Each year, the first Wednesday of November is dedicated statewide to the men and women who serve as law enforcement records and support personnel. In 1999, Governor Gray Davis introduced this day as a way to acknowledge records and support personnel who work to assist law enforcement personnel in their efforts to pursue, capture and process those who break the law.

Records and support personnel are skilled professionals whose training and expertise contributes significantly to the success of the mission of the Chico Police Department and the State of California law enforcement system.

The Chico Police Department is proud of the work of our records and support personnel and is pleased to join with Law Enforcement statewide in recognizing them on November 2
nd, 2011.

Halloween 2011 Recap

Halloween 2011 Recap

The Chico Police Department is pleased to see the end of the Halloween 2011 weekend. The operational period, which began Friday at 1800 hrs and concluded Tuesday at 0600 hrs, meant that Department resources were stretched to their limits. With Halloween itself on a Monday, it was anticipated that the bulk of the activity that typically concerns police would take place on Friday and Saturday nights. This was in fact the case. Police saw several thousand young people throughout the south campus neighborhoods with the highest concentration near 5th and Ivy Street. While the rest of the city was largely unaware of the activity, Police were kept busy until 3 and 4 a.m. both nights.

Based on our experiences in past years, Chico PD took a proactive and highly visible enforcement posture during the entire weekend. Officers made early contacts with parties in an effort to educate the hosts and to avoid large open parties which have been a source of violence in the past. As the crowd size grew, Police focused on keeping the crowds moving which prevented large groups from spilling into the roadway. At one point on Saturday night, Police had to redirect pedestrian traffic away from the 5
th and Ivy intersection to maintain access for emergency vehicles. Mounted Officers from Chico PD, Stanislaus County Sherriff’s Department and C.H.P. were key to moving the crowds and deserve much of the credit for preventing violence.

49 arrests were made on Friday night and 44 arrests were made on Saturday night. The largest crowds were seen on Saturday nights. The majority of the arrests made were alcohol related. There were also 22 emergency responses for alcohol overdoses.

Chico Police were assisted by Officers from CSUC Police, CSU Critical Response Unit, Butte County Sheriffs, Alcohol Beverage Control, Department of Justice, Glenn County Sheriff’s, Oroville PD, Paradise PD, Gridley PD, Redding PD, Butte County Juvenile Hall, Tehama County Sheriff’s Office, Colusa County Sheriff’s Office, Enloe Hospital, and numerous volunteers from Chico VIPS, Butte County STARS, Chico PD Explorers and Paradise PD VIPS.

The statistics on the following page reflect the arrests processed at Chico PD. There were minimal arrests on Sunday and none related to Halloween activity on the West side. On Halloween itself, there was very little activity and the additional Officers on duty were released at 2200 hrs.
