Weapons Violations

Subject: More Arrests via “Tip Line” Case: 201106544

Information was received on the Humboldt County Sheriff’s Office “Tip Line” about excessive and possibly automatic weapons being fired on the river bar near Fernbridge. This was reported to be an “on going problem.” Deputies assigned to the Community Response Unit (CRU) responded to the area, acting on that tip line information.

On 12-07-2011 at about 4:00 PM, deputies observed seven (7) males gathered around two vehicles, firing various weapons. The subjects were contacted and multiple firearms were located on the tailgate and interior of one of the vehicles. Located was a Stag Arms M-16 (5.56mm) rifle, Springfield Arms XD 40 cal. Smith and Wesson semi-auto pistol, high capacity 30 round magazine for a 40 cal. Smith and Wesson, Taurus 38 cal. Super semi-automatic pistol, Ruger P89 9mm pistol with high capacity magazine, Glock model 17 9mm pistol, Glock model 23 40 caliber with high capacity magazine, Glock model 30 45 caliber pistol, Bersa 380 caliber semi automatic pistol, JP Sauer and Son 32 caliber pistol, high capacity magazine for an M-16 rifle

Sisouphanh, Vichay

Records checks were run on the subjects and it was discovered that Vichay Bay Sisouphanh (26 of Eureka) was on probation for violation of misdemeanor domestic violence with two valid restraining orders. Sisouphanh was arrest for suspicion of violating the terms of the restraining order by being in possession of a firearm.

Kannika, Sysovath
A records check on Sysovath Kannika (27 of Eureka) revealed he was a convicted felon, which would prohibit him from being in possession of a firearm. He was arrested on suspicion of a convicted felon being in possession of a firearm.


Mykham, Jepperson
Jeperson Mykam (24 of Eureka) was determined to be the person in possession of the high capacity magazines for the firearms and was arrested for violation of possession of those magazines. A record check of all the firearms returned with only two of the firearms being registered, the Springfield XD and Glock 17, which were registered to Mykam.

The remaining subjects denied ownership of the remaining weapons and ammunition. All of the firearms, magazines and ammunition were booked as evidence and for safe keeping.

The three listed suspects were transported to the Humboldt County Correctional Facility, where they were booked on the listed violations.

FELONY ARREST ...

Subject: Robert Mabry Arrest Case: 201105672



FOR IMMEDIATE RELEASE

Mabry, Robert

On Wednesday December 7, 2011 at 1035 hours, Deputies from the Humboldt County Sheriff’s Office and Officers of the Hoopa Valley Tribal Police Department, located and arrested Robert ‘nmn’ Mabry (21, Hoopa resident). Mabry was reported by the Sheriff’s Office in prior media releases to be wanted by the Humboldt County Sheriff’s Office.

Acting on information received, Deputies and Officers went to a residence on Moon Lane, near State Route 96, Hoopa. Mabry was located sleeping in a rear bedroom and arrested without incident. Mabry has been a suspect in numerous robberies, burglaries, thefts and high speed pursuits. During one home-invasion type robbery, Mabry fired a weapon at the home owner. Mabry was booked into the Humboldt County Correctional facility on two (2) no bail warrants for his arrest and three (3) new cases authored by the Hoopa Valley Tribal Police Department. The Sheriff’s Office has several cases pending, with warrants for his arrest to be sought in connection with those investigations. Mabry was booked on the following:

Warrant #1: No bail alleging; 1. Obstructing or resisting an executive officer in performance of duties. 2. Drawing or exhibiting deadly weapon with intent to resist or prevent arrest by a peace officer.

Warrant #2: No bail alleging; 1. Theft of a motor vehicle. 2. Felonious fleeing from law enforcement (pursuit).

Mabry was also arrested by the Hoopa Valley Tribal Police Department on the following “fresh” charges:

Case #2511-2763, allegations of; possession of a controlled substance, possession of stolen property, unauthorized possession of ammunition, probation violation, possession of burglary tools and possession of drug paraphernalia.

Case#2511-2651, allegations of; attempted murder, assault with a deadly weapon, brandishing of a firearm, unauthorized possession of ammunition, criminal threats, burglary, motor vehicle theft, possession of stolen property, shooting at an inhabited dwelling house and felony evading (pursuit).

Case#2511-2646, allegations of; robbery, assault with a deadly weapon and brandishing a firearm.

Mabry is being held on $625,000 bail on the new charges and the two “no bail” warrants for his arrest. There are multiple crimes that Mabry has been implicated as the suspect, with those investigations still continuing.

Home-Invasion Robbery

Subject: Home-Invasion Robbery Case: 201106339

On Monday, November 28, 2011 at about 1148 hours, Deputies from the Humboldt County Sheriff’s Office arrested Hussain Munassar Obad (04-04-1987) for the early morning home-invasion robbery of a Benbow area residence. Obad was taken into custody without incident in the parking lot of the Garberville Motel. Detectives from the Humboldt County Sheriff’s Office began interviewing witnesses early this morning that led to the possible location of Obad.
Obad was booked into the Humboldt County Correctional Facility on the following violations: Home-invasion robbery, attempted homicide and burglary. Additional charges may be sought as the investigation continues.
Obad is a resident of the San Francisco Bay Area. Obad told investigators he was born in the Country of Yemen, immigrated to the United States at the age of 4 and is now a United States Citizen.
At the time of this release, the investigation continues. Evidence technicians are processing the Benbow residence, vehicle(s) and other locations in the Garberville area in an attempt to gain further evidence of this crime.
As the prior news release mentioned, there were additional suspects. The Humboldt County Sheriff’s Office has identified two additional male suspects associated with this investigation. Both of those suspects are juveniles and their names are being withheld from this release.

The Superior Court of Humboldt County together with Humboldt County Revenue Recovery announce their participation in the 2012 Statewide Court Fine Amnesty Program authorized by the State of California. This program will allow people the opportunity to settle their qualifying court fines for 50% of their balance between
January 3, 2012 and June 29, 2012.

The intent of the one-time amnesty program is to assist individuals who have found themselves in violation of a court ordered obligation due to a lack of ability to pay for a specified misdemeanor fine or infraction.

Individuals who qualify for the 50% discount must meet all of the following criteria:
Currently have an outstanding traffic violation that was due on or before January 1, 2009
The last payment was made on or before January 1, 2009
Don’t owe victim restitution on any case within the County
No outstanding misdemeanor or felony warrants within the County
“This is the first time since 1996 the State has authorized the trial courts to offer an amnesty program.  It is a great opportunity for people to clear up outstanding fines and fees at a reduced rate,” said Judge W. Bruce Watson, Presiding Judge, Superior Court of California, County of Humboldt. “Since the last amnesty program was fifteen years ago, who knows when this will come around again?  The Court and the County are encouraging people who have old citations to participate in this amnesty program to get rid of old debts.”

In addition to the State mandated amnesty program the County of Humboldt and the Superior Court of Humboldt County are participating in the optional amnesty program which includes some misdemeanor violations. The amnesty program does not apply to parking violations and violations of California Vehicle Code pertaining to reckless driving or driving under the influence.

The amnesty program provides a win-win opportunity for State and local governments to generate much needed revenue while granting individuals the opportunity to clear their record of long standing debt at a reduced rate.
